Messaging limits decide how many different people your business can message in one day — not how many total messages you send.
It includes both new conversations and ongoing ones.
But if a customer messages you first (user-initiated), you can reply freely within 24 hours, and that doesn't count toward your limit.
Here’s how the tiers work:
Tier 1: You can message up to 1,000 unique customers in a 24-hour period.
(This is where every new WhatsApp Business number starts.)
Tier 2: You can message up to 10,000 customers in 24 hours.
Tier 3: You can message up to 100,000 customers in 24 hours.
Tier 4: You can message unlimited customers in 24 hours.
The more you use the API responsibly and maintain good quality, the higher your account moves automatically.
